Purpose
A Development Brief has been produced by JG Land & Estates, the owner of the former British Sugar factory site, Sproughton Road, Ipswich. This document seeks to investigate the site's potential to be developed for employment purposes. It has been prepared in accordance with planning policy and in response to the comments made by the Secretary of State in her decision when refusing the previous planning application for a mixed use development which included residential, a local centre, a school and employment uses.
The purpose of the Development Brief is to determine the site's suitability for industrial/storage development. It aims to seek the views of all interested parties including local residents, to ensure a comprehensive and deliverable future is secured for Broadmeadow.
Objectives
There are a number of planning policy objectives for the Development Brief. These include that any development proposals;

Do not have any adverse impact upon residential amenity;

Take a comprehensive approach which maximises and realises the potential of the whole site;

Have regard to the Babergh Local Plan and Regional Spatial Strategy;

Are deliverable and economically viable;

Provide the maximum possible environmental benefit, improving the Gipping Valley and securing the future of the ‘Island’ site.
Key Issues
There are a number of key issues that employment development of the site will need to take account of. These include, but are not limited to;

Noise;

Light;

Visual amenity;

Residential amenity;
-
Traffic impacts and transportation requirements;

Rail link viability and railway line capacity;

Linkages and permeability to and through the site and River Gipping;

Economic viability;
-
Levels of job creation and job quality;
-
Ecology and bio-diversity.
